In 1996, Malaysia launched its National IT Agenda (NITA) as part of a major strategy aimed at national development and nation building in preparation for the challenges in IT era. The government agreed that there was a need for a more balanced IT development for the country in terms of Malaysia's info structure and applications.

As the national awareness of information and communications technology (ICT) grew, in particular, the understanding of ICT security issues encompass a broad and varied scope, the Malaysia Computer Emergency Team (MyCERT) was launched in March 1997. MyCERT was necessary because the growth in ICT solutions adoption in all facets of Malaysian, demanded a trusted reference and specialist centre to support both the active and proactive measures in ICT security.

The 6th National Information Technology Council (NITC) Meeting in January 1998, agreed to establish the national network security and accreditation agency, which in turn gave birth to the National ICT Security and Emergency Response Centre (NISER) which was also put to be in charge of MyCERT.
